1. I enclose a copy of a draft telegram to certain of our Dependent Territories about a proposed planning exercise to be carried out by the International Frequency Registration Board (IFRB) of the International Telecommunication Union for the allotment of orbital positions and associated radio frequencies in the Geostationary Orbit for communications satellites. Radiocommunications Division (RD) of the DTI are rightly concerned that the UK Dependent Territories should be included in the exercise. It may be that not all the Dependencies will have an immediate requirement for access the Orbit: they may, however, have such in the future. that reason it is important to put our bids in now.

2. I should be grateful for confirmation that you have no objection to the issue of the telegram and would also welcome any comments you may have on the draft. The letter referred to in para 1 of the enclosure was simply putting administrations on notice of the impending exercise, and providing them with copies of the IFRB explanatory circular.

RD are also prepared to submit one requirement to the IFRB for the British Indian Ocean Territory. There may, however, be sensitivities which makes this undesirable. I should be grateful for Mr Brown's advice on this.
