On 22 February 1983, the Council advised and the Governor ordered

that a replacement international airport at Chek Lap Kok was not a viable proposition, nor one which the Hong Kong Government could afford;
(b)
(c)

that studies to extend the life of Kai Tak
Airport, and to improve its. facilities,
should continue;
that public policy should remain that it was still desirable for Hong Kong to construct replacement airport, but that further consideration of this issue should be in the context of long term development strategy; and
that no further expenditure should be incurred on the Chek Lap Kok option.
The Purpose of this Memorandum

Since that
decision, "action has
been
taken
in
compliance with part
(b) above. Plans to cope with the increasing demands of international air services have concentrated on incremental improvements to Kai Tak and its air traffic control system. These are explained in more detail in paragraphs 7-9. This memorandum is concerned with the further consideration of the need to construct alternative or additional airport facilities in accordance with the decision at part (c) above. It considers, first, three aspects of the Kai Tak question
(a)

the advantages and disadvantages to Hong Kong in having its airport at Kai Tak;
(b)
current and future capacity; and
(c) the steps being taken to extend the life of
the airport.
