recent proposal from a private consortium (Hopewell Holdings Ltd and Cheung Kong Holdings Ltd) has suggested a third site between Hei Ling Chau and Peng Chau and is under preliminary consideration by the Administration. Again the feasibility of this site is unknown; the proposers' enthusiasm is not matched by supporting evidence as to the project's viability. The lead time between a decision to build and the commissioning of a replacement airport is at least 12 years.

The main advantages are

virtually no physical constraint on traffic growth for a long period of time after completion of the airport;

the SAR Government would retain full control of its Own international air transport system;

(c) the SAR Government would retain all air traffic rights available under air services agreements with foreign countries, as provided for in Section IX of Annex I of the Joint Declaration. Traffic rights are derived on the basis of territory. The SAR Government could only grant and secure reciprocal rights if there is an airport within the territory into and out of which airlines (both foreign and HK-based) can operate;
