When Ji Shaoxiang of NCNA called on you yesterday, you raised with him recent press reports that the State Council had approved plans to build an airport at Baishazhou in Shenzhen. This was of particular interest to us because of
our own forward planning.
2. Mr Ji said that he had not received any official reports
on this subject, but had only learned of the decision through
the media. He noted that there had been plans for such an airport for a long time. They had been submitted to the State Council a long time ago. He recalled that discussions
about an airport in Shenzhen had taken place during the CS's
visit. He had also noted CS's proposals for further exchanges
between Hong Kong and Shenzhen/Guangdong on planning matters.
This had been discussed within Xinhua and all (including
Xu Jiatun) were agreed that it was a good idea. You pointed
out that we were considering this further. We hoped to have
some firm ideas to put to the Chinese before long.
3. You referred to some press reports which indicated that
the Chinese had decided to build an airport in Shenzhen because
no decision had been taken in Hong Kong. You thought this was
probably a misunderstanding. As Sir David Akers-Jones had told
confined
Xu Jiatun, we were currently reviewing two matters in Hong Kong:
the life of Kai Tak; and the need and location for a replacement
airport. We were clear in our own minds that an international
airport close to Hong Kong's urban areas would be necessary.
We were by no means dithering over this, but all planning had
to be done thoroughly. You recalled that Mr Ji had earlier
mentioned to you that the Shenzhen airport would probably be for domestic use. You pointed out that there would be much
wider implications if it were to be an international airport.
