Henry Keswick and Gordon Wu of Hopewell Holdings came to see me last month, following a presentation Wu had given here, to tell me about his idea for a major infrastructure project in Hong Kong comprising a road system, port facilities and an airport. It is, as I am sure you will agree, a visionary project which if realised would have a profound impact upon the future of Hong Kong.
David Young and I recognise that Wu's ideas will need careful consideration by the Hong Kong authorities in the context of their overall strategic plan. We are aware too of the political sensitivities in the lead up to the transfer of power and of the importance of the attitude to the project of the PRC Government.
My purpose in writing is to make you aware of the very real interest of the British Government in the project and of its support for UK industry if the Hong Kong Government decide to go ahead. Neither the British Government nor industry are asking for or expecting special treatment but, bearing in mind Wu's wish to involve UK expertise and companies to the greatest possible extent, we are determined not to miss out on what could prove to be the major engineering project of the century. UK consultants are already assisting Wu with analysis and design, civil contractors and suppliers are co-ordinating and are strongly motivated to participate.
I should very much welcome your views on how you see the project and upon the prospects.
