Review of the Development Potential of Tsing Yi by the Project Manager/Tsuen Wan to produce a revised planning framework that will identify opportunities to develop additional container terminals in Rambler Channel opposite Kwai Chung container port. In this context, an existing terminal operator has submitted outline proposals the Secretary for Lands and Works for new facilities on Tsing Yi to overcome rapidly growing capacity deficiencies.
A Review of Future Airport

should be undertaken and that planning for the possible development of a replacement airport at Chek Lap Kok or at an alternative site (other than Deep Bay) should proceed. It was also agreed that the the Administration should try to ensure, without commitment, that
that any consultative studies undertaken by the Hopewell Group should be relevant to Government's own plans.
The future of Kai Tak should become clear when the consultancy study is completed by late 1988. After that. and depending on the
on the outcome of the Kai Tak consultancy study, it will be possible to determine the timing and location of a replacement airport. It would be prudent to take such a decision to be taken having regard to the resources also needed for both port development and the transport links jointly serving port and airport.

Members are also asked to note that a preliminary feasibility study is shortly to be commissioned on the construction of Route 'X' to link the North West New Territories and the Shenzhen Special Economic Zone on the one hand and the Kwai
the Kwai Chung container port and the metropolitan area on the other. Another feasibility study is under way to investigate the provision of a freight rail link between Shatin and Kwai Chung Container Port. In parallel, plans are being drawn up to expand the KCRC freight terminal at Hung Hom Bay to serve Kwai Chung, mainly by lighter.

Work is also progressing on the Second Comprehensive Transport Study (CTS-2) and on a Water Quality and Hydraulic Modelling Study of harbour waters (WAHMO). These studies provide essential tools for testing the transport and hydraulic implications of strategic development proposals.
