investigations into the three options, at least in any detail or to approach the Chinese until a definitive study has been completed by consultants regarding the extent to which Kai Tak capacity can be reasonably expanded. The results of such a study will then indicate how soon, if at all, alternatives to Kai Tak will need to be identified and planned for. This does not however preclude an initial consideration now by this Council of the options described in this Memorandum.
The Hopewell Holdings Ltd/Cheung Kong Holdings Ltd Proposal

Members will be aware, in broad terms of this proposal which includes a replacement airport in addition to major port developments and a new road infrastructure linking the airport and port to the rest of Hong Kong and China. Reference to the airport element has already been made in consideration of Option 1 (a replacement airport in Hong Kong) (paragraphs 14-16). Notwithstanding the observation made
made in the preceding paragraph that it is premature
premature to proceed with further investigations into the options identified, the Administration is considering the proposal as submitted. A special committee under the chairmanship of the Chief Secretary has been established for this purpose.

Except in respect of three specific issues (paragraph 29) this Memorandum does not seek a decision. Rather it seeks to facilitate a discussion of the issues involved in determining Hong Kong's future airport needs So that the Administration may be guided in the formulation of policy for subsequent consideration by Members.

Members are however asked to approve in principle the following three specific lines of action -
(a) that planning for a consultancy on the development potential of Kai Tak should proceed (paragraph 11). Proposed terms of reference and details of the financial implications will be submitted to Members if the consultancy is now agreed in principle;
(b)
that appropriate administrative measures should be taken to ensure that land required on the Kowloon Bay reclamation for the anticipated expansion of Kai Tak is not used for other purposes (paragraph 8). It may be necessary to resolve some conflicting claims on this strip of land; and
