DEX Sir Ian MacGregor called on the Secretary of State this morning on a personal basis. It turned out that he was really acting on behalf of Lazards. He gave the Secretary of State a copy of a project outline on the Western Harbour Lantau Strategic Development. I attach this. The Secretary of State agreed to draw it to your attention. He is not expecting any further comment from you on it. He understands of course that it is very much a matter for the Hong Kong Goverment.
