ACCREDITATION OF HONG KONG PERMANENT REPRESENTATIVE TO IMO

I attach a draft Note from MAED to the Secretary-General of the IMO. This would cover i) the letter from the Governor of Hong Kong appointing Mr Chan as the Hong Kong. Permanent Representative, and ii) the letter from the Secretary for Economic Services informing the IMO Secretary- General of the Hong Kong Government's wish to accredit Mr Chan.
3. I should be grateful if you could advise on whether we can send the two letters under cover of the same Note, given the contents of the letters and IMCO Resolution A.505 (XII).
4. There may be one difficulty in the third sentence of the letter from the Secretary of Economic Services, which states that as soon as Mr Chan assumes the functions of Permanent Representative he will consult the Secretary-General's office about arrangements for presentation of credentials. Can Mr Chan do so after, and separately from, our sending the two letters to the Secretary-General?
5. I hope that it will be possible to proceed as suggested in paragraph 2 above. It has been agreed with Hong Kong and the IMO Secretariat that the letter from the Governor would be forwarded to the IMO Secretary-General under a Note from us, and the Chinese have been told that this is the course we will take.
