1. Please refer to your letter of 2 March to Mr Clinton Leeks enclosing copies of localised regulations made under the Merchant Shipping (Safety) Ordinance.

The regulations have been studied by Mr Plant, Legal Advisers, and by Department of Transport experts. I attach a copy of Mr Plant's comments on the regulations. Mr Alexander has advised me that the Department of Transport have no additional comments.
3. Mr Plant has requested that, when adapting UK regulations in future, you amend only the necessary sections. Many of the amend- ments he considers to be unnecessary changes of format. It would have been much easier to check these regulations if they had followed more closely the UK regulations. Department of Transport experts support this view.

I attach a copy of the new UK draft Pilot Ladders and Hoists Regulations. These have not yet been finalised and are forwarded to you only for consideration for possible future amendments to the Hong Kong regulations.
