POSITION OF THE CROWN DEPENDENCIES

1. Hitherto the Crown Depndencies small registers have been included within the UK figures for IMO purposes based on Lloyds Register of Shipping statistics.

2. With the recent significant growth in the size of the Isle of Man register it is possible that Lloyds Register of Shipping would start to distinguish the Isle of Man, and the other Crown Dependencies registers, from that the the UK and that the IMO could follow suit. If the Isle of Man register, currently standing in excess of 2 million tons, was taken away from the UK figures it would represent a significant reduction in the "size" of the UK fleet.

As retaining the Crown Dependency registers within the UK figures would maintain the status quo it would appear advisable that the position should be protected by the UK Government formally advising the IMO that irrespective of any changes made by Lloyds Register of Shipping statistics the Crown Dependencies should continue to be included within the UK figures for all IMO purposes. This action should be taken irrespective of any action taken on the Dependent Territories.

Officials of the Isle of Man administration have attended IMO meetings as members of the UK delegation. The Crown Dependencies make a contribution to the Exchequer for overseas representation.
