The main purpose of inviting the friends from the H.K. engineering and scientific sectors to visit the site today is to take this opportunity to give you an overall briefing of the position of the treatment of the non-conformance of the omitted starter rebars in the first layer of the Unit 1 Raft.

The Cause of the Non-conformance and the Policy of Treatment

The placing of the reinforcing bars on the first layer of the Unit 1 Raft of the Daya Bay Nuclear Power Station started in July. The pouring of the first concrete commenced on August 7. The concreting of the first layer of the Raft completed September 11.

After the commencement of placing the reinforcing bars on second layer of the Raft, staff from JVC and HCCM found on 14 and 15.09.87 that the spacing of the inclined starter bars in It was the first layer was not in accordance with the drawings. later determined that the effect was the omission of some of this type of bars, and the formal notification from BCCM was received on 17.9.87, Work on the Unit 1 Raft stopped, pending a full scale investigation of this non-conformance.

The investigation confirmed that the omitted rebars were the inclined starter rebars on the first layer of the Unit 1 Raft. The total inclined starter rebars should be 576, but actually 260 were placed, with

with 316 omitted. This non-conformance was directly caused by the misinterpretation of drawing by the

contractor.

The technical effect of this non-conformance is limited and be overcome. However, this non-conformance should not occurred at this early and relatively simple stage construction.
