Apart from recruiting more supervisory staff, assistant technical supervisors would be recruited from HK and Singapore as a measure to close the communication gap between the workers and the managerial staff.

He said that the checks revealed that the contractor, HCCM, had changed some plans without notifying the JVC. The papers noted both Mr Littlewood and the managing director of the HKNIC, Sir Jack Cater, accused the HCCM for its poor performance.

Mr Littlewood said that all the extra costs incurred because of the suspension of the construction works and extra bars to be used in remedial action should be borne by the HCCM. He added that the JVC had not yet agreed to do so..

Sir Jack told the group that the two HK representatives on the JVC had asked on three occasions for the appointment of independent experts to study, what remedial action should be carried out in the wake of the incident, but were turned down..

The convenor and co-convenor of the Legco ad hoc group on the Daya Bay project, Wong Fo-yan and Chung Pui-lam, met the media after being briefed by the JVC representatives.

Mr Wong said that most members of the group agreed that there would be difficulties to engage an independent team of experts to study what remedial action should be taken. However, he added that some members of the group disagreed with this view.

Martin Lee was quoted as saying that he had no other choice but to agree with the decision of the JVC.

Most papers reported that the Joint Conference for the Shelving of the Daya Bay Project yesterday criticised the JVC for making a hasty decision on the remedial measures.

Quoting the spokesman for the group, Fung Chi-wood, the papers said that the group would stage a sit-in outside the China Light and Power Co in protest against the resumption of construction work on the foundation raft.

Commentaries - The Express (7.11) said in a short comment that the JVC's decision to turn down the appointment of an independent expert to assess the mistakes was an act to save "face.

Wah Kiu Yat Po (7.11) said in a short leader that the JVC had completely ignored HK people's view over this incident by resuming the construction works.
