Thank you for your letter of 7 April 1987.

May I also thank you again for kindly affording us some of your time, during your visit to Hong Kong, to brief us on the roles of the two nuclear related Advisory Committees in the United Kingdom and for your suggestion on how we might proceed with the formation of an independent advisory group in Hong Kong.

As suggested I have requested the Foreign Office to obtain for us a copy of the Select Committee Report to Parliament on Waste Management. This, I believe, annexes the terms of reference of both the Advisory Committee on the Safety of Nuclear Installations (ACSNI) and the Radioactive Waste Management Advisory Committee (RWMAC). I entirely agree with your recommendation that any advisory committee set up in Hong Kong should include, inter alia, within its terms of reference both the disposal of waste and emergency planning.

On the article which appeared in the Hong Kong Standard, I appreciate that your remarks were unfortunately distorted. The Standard, unfortunately, does not always get it right. As the report did not provoke much reaction we have decided to let sleeping dogs lie. If, however, the

anti-nuclear groups in Hong Kong refer to your comments in the future, I am grateful for your permission to quote your letter should the need arise.
