Jiang's long experience in the nuclear field includes service as chief engineer of China's largest nuclear power plant in north-west China and charge of the building of China's largest nuclear reactor. Career details between 1975 and 1980 are unknown. His removal from his vice-ministerial post, probably in 1982, is most likely due to a major streamlining of government offices at that time.

He led a scientific and technical delegation to Pakistan in 1972 and a study group for the peaceful use of atomic energy to France in 1974. He visited West Germany in 1985 and Belgium in 1986 to discuss nuclear cooperation agreements and also in 1986 was to sign a letter of intent on evaluation of nuclear safety at the Daya Bay nuclear power station.
