As promised, I enclose a copy of a standard letter sent out by Hong Kong Department in answer to questions concerning feasibility reports on the Daya Bay nuclear project. Although the letter was issued on 30 December 1986, our line remains valid: I would suggest that para 2(1) would be relevant.

The Lazard brothers' report was commissioned by the Hong Kong Government on 5th May 1983, and was submitted to the Hong Kong Government in November of that year. Following the Chernobyl accident, public pressure brought about publication in July 1986 of some parts of the report. In November 1986 further information was published in response to a question in the Hong Kong Legislative Council. However, certain information considered commercially sensitive or classified, was not released.
