possible on such models, they are complex and require far-reaching
guarantees but they would seem to offer real possibilities for providing
the benefits of nuclear power to additional developing countries.
It is the Agency's responsibility to assist the developing
countries in their planning and execution of projects when it is
requested to do so. We will offer integrated planning packages which
will include assessment of infrastructures and advice on their
development. I note in this context that we are executing two pig UNDP
assistance projects in China with the aim of strengthening the safety
authority and developing manpower for, in particular, the Qinshan
project. The Agency will also provide information and, to the extent
possible advice, on financial matters but our mandate does not make it
possible to provide the financing.
I have so far spoken exclusively of nuclear power for electricity
production. There is one other application which has reached maturity
and which could be of interest to you, namely district heating of whole
cities. In the Soviet Union, low-pressure reactors are being built to
provide heat for the cities of Gorkij and Voronezh.
Special reactors
have been developed for this purpose also in the western countries, but
so far they have not found large-scale applications because of the
location near to cities which they require and which is unacceptable to

the heating season is long, are of interest in China, for instance in
Harbin as shown by the development work already performed.
