Most Legco members attending a Legco in-house meeting yesterday expressed concern over the incident.

Sing Pao, Ming Pao, Wah Kiu Yat Po, the HK Economic Journal and the HK Times said in headlines that Legco members were shocked by the flaws.

Peter C. Wong told newsmen that Legco members had asked the ad hoc group to pursue the matter actively and to find out what remedial action and what future course of action would be taken.

He was quoted as saying that it was stunning to learn that mistakes were made in such a simple job.

Sing Pao quoted the Deputy Secretary for Economic Services Rafael Hui as saying that since the construction of the Daya Bay plant had attracted much concern, any flaws that spotted would be unacceptable.

Legco member Martin Lee said that the role of the Legco ad học group should be re-examined as it had failed to obtain much information on the project despite visits to the site.

He added that an independent monitoring group should be set up to supervise the construction of the plant.

Another Legco member Jackie Chan described the incident as "very serious. He said it was incredible that some 300 metal bars were found missing from the foundation layer.

Fung Chi-wood of the Joint Conference for the Shelving of the Daya Bay Project said he was worried that more mistakes might be made in the construction work. He raised doubte on the effectiveness of the remedial action to be taken.

Radio-3 and Commercial Radio-E quoted Linda Siddall of Friends of the Earth as saying that the JVC should demolish the foundation layer and start the works right from the beginning.

The secretary of the HK Institute of Engineers, Ken Bridgewater, told Commercial Radio-E that the incident showed that there was a need to set up an independent body to monitor the construccion of the plant. He believed that the plant's safety standards would be ens ur ed if a monitoring group comprising nuclear engineering experts would be formed.

Commentaries Ming Pao (10.10) said that it believed that China would keep its promise on the enforcement of quality and safety control of the Daya Bay plant.
