Thank you for your letter of 21 January.
I am sorry to hear that Hong Kong is becoming concerned at the lack of communication from Harwell. I had hoped that by now a pattern of regular contact would have been established. On this occasion, however, I understand that Yaxley's letter has crossed with
with one from Harwell giving some of the information he was seeking. As a matter of fact, I believe that the two letters may have been written on the same day. I have also learned that something else is being sent this afternoon and that this clears the outstanding requests. This puts the ball back in Hong Kong's court. Completion of the present phase of the exercise now awaits a decision from Hong Kong on what it wants done on the safety assessment side.

Your concern that there should be rapid progress on the consultancy is shared by us and by the UKAEA. David Levey has told us that he is currently considering ways of strengthening the links and that this may involve one or two visits of UKAEA personnel to Hong Kong, always assuming of course that Hong Kong would be willing to meet the cost.
4. As far as contact with the UKAEA is concerned, I would prefer that we carry on being the main channel of communication with the Authority on this issue, particularly if there is any chivvying to be done. That way we ensure that the lines of responsibility do not become blurred.
