SUMMARY OF PROCEEDINGS
The UK was represented at this meeting by Mr R Venables and Miss V Dewhurst (Legal) and myself, with Mr M Turner (AEA) as an observer. Delegations were present from Austria, FRG, Belgium, Denmark, Spain, USA, Finland, France, Italy, Luxembourg, Norway, Netherlands, Sweden, Switzerland, Turkey, IAEA, European Insurance Committee, UNIPEDE, Commission of the European Communities and Eurochemic. Day 1 opened with the usual pleasantries. Howard Shaper (NEA DG) noted that this was the first meeting of the Group since Chernobyl. The importance of the meeting was reflected not only in the larger than usual attendance, but also in the fact the the Financial Times of the previous day had carried an article about the work of the meeting (copy attached). He recalled the decisions of the NEA Steering Committee in September to press for wide international co-operation in the field of nuclear safety and for a wider third party liability regime, although he noted with regret the lack of progress in implementing the 1982 Protocols to the Paris and Brussels Conventions.
