Clause 5.1 should read '... The Consultancy services shall be completed by 31 December 1988. The date for completion shall not be extended unless prior written approval has been given by the Secretary which approval shall not be unreasonably withheld'.
I propose some degree of flexibility here to allow for the timescales which will be encountered, and which have indeed already been experienced, by the request and provision of information between HKG and the Authority.
Whilst the Authority will exercise all reasonable endeavours to ensure the quality and accuracy of their reports you will be aware that these reports can only reflect the quality and accuracy of the input information. I am sure therefore that HKG will exercise their best endeavours when providing information to the Authority as the basis on which reports are prepared.
Insert new Clause 7.4 as follows:
7.4
The Consultant shall be under no obligation to deal with the Press or any other representatives of the Media. However, if so requested in writing by the Government and subject to the agreement of reasonable terms and conditions, the Consultant may, if the Consultant so chooses, assist the Government in any dealings the Government may have with the Press or any other representative of the Media.
