The essence of our reply was that the determinants influencing dispersion were extremely complex. It was also pointed out that even using sophisticated mathematical computer dispersion models the treatment of predictions would need to be handled with caution - particularly for the sort of purpose he had in mind. We nevertheless added that as part of your consultancy to us computerized dispersion studies were being undertaken.
We have now received the enclosed letter and attached print-out from Mr. Sulke. It is probable that the print-out is part of a telex message received by Mr. Sulke from Professor Notea. We know that Professor Notea, who is head of the Department of Nuclear Engineering at the Haifa Technion (Israel), is an old friend of Mr. Sulke, and has in the past been advising him on nuclear matters. According to Mr. Sulke, Professor Notea was asked by the United States Government to give an independent report on the present management and safety regulation at the Three Mile Island plant.
Before we therefore speak to Mr. Sulke, we should be most grateful for any comments you may have on the various points made in the attachment to Mr. Sulke's letter. In passing, I should perhaps add that we have still not received the outline proposals for the summary report, it would be helpful if this could now be sent to us for comment.
