1. Messrs Wilson, Osborne and Wong visited the UK during the period 18-23 August for discussions on the consultancy agreement
Discussions between the Authority and the Hong Kong Government.
on the preliminary contingency plan report (Report No 5), took place at Harwell on 18 August with Messrs Wade, Levey, Neale and Davis and on the Phase I Accident Assessment Report (Report No 4) at SRD Culcheth, on 20 August with Mssrs Wade, Levey, Hayns, Abbey, Nixon and Cook.
General
2. Both sides recognised that the circumstances surrounding the consultancy agreement had changed considerably from that prevailing at the time of signature, and, in particular, the impact of the Chernobyl accident was such that additional work was required. It was agreed that the contract would be extended to Cover such additional work. The Authority will send to Mr Yaxley, Secretary, Economics Services Branch, an estimate for the extra costs involved including the cost of visits by Authority staff to Hong Kong for discussions arising out of the consultancy agreement.
3. For the Authority, Dr Wade said that we had regarded the consultancy as the provision of straightforward technical advice to a customer. The technical reports had been prepared on that basis and the Authority regretted that they had been released in that form. During his visit, Mr Yaxley had suggested that summary reports be prepared for public release and it was agreed that this course should be followed.
4. For the Hong Kong Government, Mr Wilson and Mr Osborne
The reported on the current anti-nuclear feelings in the colony. situation had not been helped by the leak on the Hong Kong side. It was now clear, however, that the Hong Kong authorities had to be completely open and make publicly available the advice it was receiving from its consultant. It was accepted by them that the technical reports so far received had not been prepared for the lay reader. It was therefore important that the presentation of future reports took this fully into account. To this end, it was agreed that the Hong Kong authorities would be given an opportunity to comment on reports in draft form.
5. Mr Wilson said that his authorities had agreed that the team would hold a press conference on returning to Hong Kong to report on the discussions with the consultant. Both sides agreed that it would be useful to have an agreed note of the discussions which would identify points which would be made at the press conference.
Contingency Plan
6. The meeting at Harwell discussed the preliminary report on the Contingency Plan in detail. A number of points were clarified in discussion, and an Addendum will be prepared covering these points. It was agreed that the contingency plan should be developed to deal with the consequences of design basis accidents,
