THE CUSTOMS CO-OPERATION COUNCIL

Note by the Secretary General
Under Article II of the Convention establishing a Customs Co-operation Council :
"(a) The Members of the Council shall be :
(i) the Contracting Parties to the present Conven-
tion;
(ii) the Government of any separate Customs territory which is proposed by a Contracting Party having responsibility for the formal conduct of its diplomatic relations, which is autonomous in the conduct of its external commercial relations and whose admission as a separate Member is approved by the Council."
Annex I to this document reproduces a Declaration deposited with the Secretary General on 9 June 1987 by the Ambassador of the United Kingdom in Brussels.
This Declaration states that the conditions laid down in Article II (a) (ii) are fulfilled and proposes that Hong Kong be admitted to the Council as a separate Member.
Annex II reproduces a Declaration deposited with the Secretary General on 9 June 1987 by the Ambassador of China in Brussels.
If the Council approves the admission of Hong Kong, a certified copy of its decision will be transmitted by the Secretary General to the Belgian Ministry of External Relations, as the depositary of the Convention, for the addition of Hong Kong to the list of Contracting Parties.
