Rule 3 The budjet

(a) The annual budjet estimates shall be prepared by the

Secretary General.

(b) The estimates shall cover income and expenditure for the

financial year to which they relate and shall be presented in Belgian francs.

(c) The estimates shall be presented in Chapters, sub-divided

into items, in the form prescribed by the Council. They shall be accompanied by:

(i)

a detailed statement of estimated expenses for each chapter and item, compared with the corresponding appropriation granted for the current financial year:

(ii) a statement explaining the reason for all increases or

decreases in appropriations.

(a) The Secretary General shall each year submit to the Council budget estimates for the following financial year. The estimates shall be transmitted to all Members at least six weeks prior to the opening of the session at which the estimates are to be considered.

(e) Prior to the opening of the session of the Council the

Finance Committee shall examine the estimates and prepare a report to the Council on them.

(f) The Council shall determine its budget before the beginning

of the financial year. The budget shall be voted in separate Chapters. The Secretary General is authorized, if necessary, to make transfers of appropriations from one item to another within a Chapter, provided that the vote for the Chapter is not exceeded. He may also, in conformity with the limits and the conditions determined by the Council in its annual budget resolution, make transfers from one Chapter to another Chapter subject to the approval of the Finance Committee. He may also, in case of urgency, make transfers from the "Provisions of contingencies Chapter" to any other Chapter.

(g) The Secretary General may submit whenever necessary

supplementary estimates in a form consistent with the annual estimates. The Finance Committee shall review such estimates and report thereon to the Council for decision.
