HONG KONG MEMBERSHIP OF THE CUSTOMS COOPERATION COUNCIL

You authorised us last week to brief the relevant parts of the Commission in confidence on the approaches being made this week in parallel by the British and Chinese Ambassadors in Brussels to the Secretary-General of the Customs Cooperation Council, about separate membership for Hong Kong.

Ian Walton accordingly spoke yesterday to Condon, Assistant to the Director-General of DGXXI (Customs Union and Indirect Taxation) since both Directors were absent this week, and briefed him on the demarche to the CCC. He was grateful for this "off the record" briefing, and will bring it to Vilar's attention in case the CCC should approach him. He believed that the Commission would find no difficulty in supporting Hong Kong's request for separate membership of the CCC.

I shall speak similarly to Paeman, Deputy Director-General or Abbott, Director, DGI on their return to Brussels at the end of this week or early next. We will also brief them and DGXXI on the programme of action outlined by the CCC Secretary- General for handling the matter (Brussels telno 194), making it clear that we are doing so in confidence.
