MR CHUNG:
Don't you think there would be substantial
savings to the Government by using CSI to make uniforms ?
S for S: Well, if our experience with the Fire Services Department uniforms is anything to go by, as I say, I very, very, very much doubt it.

MR CHUNG:
Government save ?
S for S:
If that is the case, how much would the
Well, that is what we are now going into,
even without the promise of a computer programme !
MR CHEONG: Never promised.
MR CHUNG: I think it is noted from paragraph 89 of the Director of Audit's report, I think you suggested a value for money problem, a consideration is a value for money problem. However, I think it is a question of prejudice by the disciplined forces against CSI made uniforms rather than a value for money 25 problem. I don't know whether you agree with this ?

S for S:
Well, what the disciplined services want is effective uniforms. Their fear is that using totally unqualified staff to manufacture the uniforms in the prison will not produce 30 the goods. Our point of view, when we talk about value for money,
31
is that in order that they did produce the right goods we would
32 have to employ an army of people outside the prisons in order to
33
34
35
achieve this end. But, no, if the product is up to the right
standard and produced by this means, and it does produce value for money, why should there be any prejudice.
