I am sure. The point I wish to make is
that three a day is set by CSI and that is the point actually the Director of Audit tried to point out. It is not really saying the blind is better than a prisoner etc., like that, it is just a
reference point.

Mr Chairman, may I follow up. What extent
is it envisaged that can be done or thought to be able to do by CSI (a) to improve the pathetic state of inefficiency and (b) to at least establish a realistic productivity standard?

Well, I won't accept that there is a pathetic
state of productivity by any means whatsoever but perhaps my colleague
can answer the technical side of your question.

Well, I would agree that the state is quite different from the one you envisage. It is not pathetic. There are a lot of constraints and if I give you the constraints it just sounds
as though I am making excuses. I think really the only way one can 22 see is to visit and have a look. We are, we accept fully the need to
improve efficiency. We accept that we need to be more efficient on
material standards. We are now working on this. However, the reason they have the efficiency standards have been neglected to some extent is because we have been striving for quality control and to obtain orders from Government departments and increase our commercial value.
Nevertheless we are now working on these standards. There will be
some financial implications, we will need more staff to work on them, but yes we are working and we expect in 18 months' time to be much better than we are now.
