the Judiciary when it was recognised how complicated and time

consuming the task would be and the team was absorbed into the overall

establishment of Section D, making a total staffing level of 41.

It should be appreciated that at that time the trend in the issue of

parking tickets was still upwards, the workload involved in the transfer

from AR/FPS to VALID II was unquantified and the clerical commitments

consequent upon the introduction of VALID II were unknown.

The 1981 study recommended that after VALID II had been

accepted a further study would be needed into Section Ds staffing

levels and observed, inter alia, and I quote: [Reads]

"It is emphasised that the survey has been conducted in a transitional period before complete conversion to the VALID II system. Any added commitment or elimination of existing working procedures resulting from full implementation of the VALID II system are therefore not covered."

In 1983 three requests were made in quick succession for a new

Organisation and Methods study but these could not be met and I should

point out at that time the 0 and M responsibility had been

transferred from the Police to Finance Branch. Despite this

inability to meet these requests and reacting still to the 1982

figures, a Departmental Establishment Committee in 1983 improved a

nett increase of 5 clerical assistants above the 1981 recommendations.

In 1985 a further DEC request redeployed one Inspector from Section A

of the CPTU to Section D. As I have said the fall in the tickets

issued in 1983 was immediately recognised. Adjustments to the ticket estimates were made and a further O & M study was again requested on the 30th January 1984. This again could not be met, but I submit that all these facts do not support any allegation

that the Central Traffic Prosecution Unit was slow to identify

a declining trend. In the period between the 1981 study and

early 1984, the nature of the duties performed in the Unit had

substantially altered. VALID II had become fully operational

and new duties in connection with the increasing number of public complaints had been identified. It was considered when dealing directly with the public, either by way of telephone, direct enquiry or letter, only a police officer should be used to enquire

into and explain the police action. Civilian staff were not
