A complete set of detailed drawings, when
construction started. The answer is PWD didn't have the manpower
available to provide the complete set of drawings at that time.
MR CHEONG: Well, then
MR CHEUNG: I can add one fact; the engineer who designed this project it so happened retired after the contract had been awarded and the engineers who succeeded him perhaps did not know as much about the concept as he did. At any rate in fact they didn't have the manpower and they did not and were not able to 33 supply the detailed drawings as a batch.
