The difficulty is inherent with the design. That is one thing. The only thing is we haven't been able to foresee it, and as to whether it is expensive or not, for a project of this nature, with 163 million, it is a relative question. A project or a Stadium seating 12,500 people with 163 million would work to 13,500 per seat, which is quite reasonable.

So many professionals in your Department

and the difficulty wasn't foreseen. Does it reflect on any deficiency in the professional practice in the professional expertise or were there any other circumstances leading to such a situation?

It was also mentioned that there were

late changes in the scope of the project and that affected the structural complexity, but whether or not the contract period allowed for the super-structure contract was too short or do you think that with proper organisation by the contractor, the work could have been completed within the time allowed?

D of Ar. S :

I don't think so. I think the eventual

contract period extended after extension, is the true period that is required for the construction of this project. Again I admit that we haven't had the benefit of detailed study before we let the contract. We could do it. We could do it but we would delay the start of the contract and the construction period would still be the same amount of time required, eventually.
