Director, the end does not justify the means, 21 especially if the means are slightly devious. I am glad that this

particular case has come up because it has highlighted what we have been afraid of, that is that Government departments are relying too heavily on consultants and their consultants are taking for granted that their business will for ever be coming and not performing their job. As is clearly put in this particular case, the consultant's performance leaves a lot to be desired

interested in knowing what sort of procedures are you going to institute in your own Department to at least evaluate the performance of the consultants to see whether they are worth the kind of money
