Just one final comment. It is all very well
to say that even if you use the other method there would be no absolute guarantee, but we are not talking about guarantees, we are talking about government expenditure on projects with reasonable assurance that the projects will be completed without any hitches,

Because there was site formation. The
site formation was carried out much before the contract or the

I think I will put the records straight on
this. Even the contractors inform or even advised
consultants there might be water leak on this particular construction method. What happened
what I am concerned is the consultant could stand on his own opinion. He says 'No, in my belief and in my technical know-how, there will not be water leak', but he gave the wrong reason. The reason he gave is because he can't change documents. That is why I am worrying about the competency of the consultants. He could stand on his own professional opinion, fair
