I'm very amazed that in a complicated scheme for
which Government has paid substantial money to these consultants,
that they find that a normal degree of supervision was not
necessary as the project has full time supervision by the Government site staff. Now, my question is: do you agree with the statement stated in the investigation report that their claim is unjustified,
that they would not be required to have the normal degree of supervision and that your department will take care of everything, and then also the adequacy of supervision by your own department in
this particular case?
D of Ar S: I think I agree with the investigation report. 13 Supervision has two levels of supervision: one is professional
supervision and the other is technical and Clerk of Works. It's

MR POON: So prima facie there is a case or probably
a case of negligence on the part of the consultants ?

D of Ar S: Yes.
CHAIRMAN: As you recommended, we ought to look into that,
have a second opinion on that.
MR POON: Yes. Now, the lesson to be learnt from all this: have you reviewed your own department's procedure for the management of consultants and for the use of building materials and whether there are comprehensive guidelines that they would be issued in future covering situations like this?
D of Ar S: Well, as paragraphs 144 and 145 indicated,
