I don't know about professionals, I'm not a professional myself, so I don't know about the ethics and so on and so forth. I'm simply looking at it from a layman's point of view. From a layman's point of view this is a clear case for at least, you know, non-performance or at least below satisfactory performance, and I would certainly hope that if professional ethics or practice were to preclude good professionals like yourself to come up to the consultants or equal professionals and say, "Look, you guys are not doing your job," I'm really worried that you are not coming out and saying that they're not doing their job.

D of Ar S: Yes, I agree 100%. Now, there are now instituted in the Department, probably through cases such as this in the history, that we are constantly refining our management and control and so on, and this for instance, the performance of the consultants, the performance of the contractors - are very carefully recorded and assessed and there are set procedures to deal with deficiencies and there are even disciplinary actions to be taken, and so on.
