from our point of view, I mean looking back, we do no want to interfere too much and remove the responsibility of both the contractor as well as the consultant. And since the method or the design is an acceptable one in theory and can be achieved and there is no reason for us to interfere. That would probably be what happened at the time.

MR HO: In other words, you were aware that using that method required the contractor to do perfect work or at least complex work to achieve that result, the design result. It seems to me that you are aware of the difficulties of th contractor but because of the reasons you have mentioned you don't want to interfere. Then, of course, you rely upon the consultant to do the sorting out of the difficulties of the contractor to achieve the design result.

This is my personal opinion of course, přobably

in this particular instance. We are not overly joyous about the performance of the consultants, but on the other hand if you look at it in the proper perspective, had we had the consultants proposed tanking in the first instance, we would have been faced with high cost, the cost of bringing it to the level of the cost when we carried out the repair. It would amount to something like $4.8 million and we would lose 325 square metres. We have spent $2 million to try and make it work and I am confident at the moment to say that the situation is under control. Now, looking in this context, perhaps the consulant has done a good job for Government. We have not wasted Government. money; in fact, we have saved Government money and saved time.
