MR HO : We are mainly concerned on the water leakage. Now, referring to paragraph 139 of the Director of Audit's report, referring as well to the original contract as such, may I ask whether the consultant's water-proofing design which relied very heavily on the 15 construction methods adopted, was an acceptable alternative to
conventional tanking by rock asphalt as concluded by the investigation
(question repeated) report ?

D of Ar. S.: It is not really whether it is an alternative or an acceptable alternative. There are only two alternatives available in Hong Kong in the technology. Under the circumstances there are tanking, rock asphalt tanking, and the waterproof concrete. are only two. And it is, in fact, an acceptable, very acceptable alternative. The consultant's proposal is cheap, quicker to construct and the site formation which was carried out before, you know, taking the whole of the ground, has no evidence that the site water level existed at all. The site was dry. So, under the circumstances, the acceptance
or the decision was probably a correct decision because with tanking it costs more, as already pointed out in the report. It takes longer to build and it takes more space and I would say if we used tanking we
probably would have lost 325 square metres of the basement space and some facilities would have to probably be sacrificed.
