MR POON: May I ask the Registrar General the reason why he did not recruit additional staff for the microfilming project from within his staff ceiling as advised by the Deputy Financial Secretary who had promised a review once the ceiling had been reached?
RG:
The staff ceiling that had been fixed at the time for the Registrar General's Department was fixed for specific purposes, specific activities within the Department. To have taken those staff from those activities would have resulted in a reduction of the
services provided by those other divisions to the public and the Registrar General did not feel that was justified.
MR POON: Is there any particular reason which caused you to abandon your attempt to persuade the Deputy Financial Secretary to raise your staff ceiling or provide additional resources ?
RG :
It was felt at the time, sir, that we had exhausted all avenues of approach to achieve that end and that there wasn't much point in trying to pursue it further. We had commenced our request in April 1980 and with the support of the Environment Branch we had explained the position fully and there was a good deal, in fact, of communication between the Branch and the Registrar General's Department, between the month of April and the month of September
1980. I am not convinced that it is, in fact, accurate to say that there was any lack of communication.
