DFS: I think probably the easy answer is, the simple answer is, that schools are rather more homogeneous. I mean, they are all schools, whereas voluntary agencies in the social welfare sphere, for example, vary in type and in function and in size enormously so that we're not really dealing apples with apples.
So in taking it on, it was the decision of the Standing Committee
that we bite off a bit at a time.
