MR CHEONG: I just have one point in relation to the Director's answer just now. He said that he doesn't think that it is necessary at all because at this particular moment in time he

has detected there were no checks and balances in making sure that 26 the system works, and that even if necessary there might be other

that the memo I'm thinking of was not, in fact, written by the Immigration Department but by the Director of the Anti-Corruption 36 Department of ICAC, who strongly supports the line we are taking
