MR CHEONG: Mr Director, you have repeatedly said that this is the airline's responsibility, this is the airline money etc, etc. I wonder, have you really sought legal advice on this, whether your view is correct?
DI:
No, I've not sought legal advice.
MR CHEONG: So if you have not, how are you going to substantiate in front of us your claim that this is airline money, 22 not Government money?

Well, the legislation puts the responsibility on the airlines. On this review team we have made this point repeatedly 26 and we have never been contradicted. I think the review team con- 27 tains a number of experts on the subject and they have never
disputed our understanding of the legislation, that it clearly places the responsibility on the airline.
