Do you have any deadlines in the appointment
of agencies ? I mean you may have one agency who is really
interested in running a particular centre but now and again they will
not be able to satisfy your requirements one way or the other. Does the Department have any deadlines set ?
DSW: No, we have no deadline and I do not think that
imposing a deadline would really help matters very much because
in certain circumstances there might be genuine difficulties. For
example, usually the difficulty arises because we are unable to agree the layout plan.
The agency have their own ideas about how
they wish the services to be laid out. We may have ideas in the 28 light of our experience. I accept fully that we must not allow this to drag on for too long. I think the tendency in the past has been to allow the agency plenty of time in order to either
persuade us to change our minds or for us to persuade them to
change their minds and we now have a closer monitoring. We look
at the progress of each project every single month and after a reasonable period we would come to a conclusion; either, yes, we allow this to continue or, no, it is taking too long and we will have to find some other agency.
