pointed out earlier, my Branch has issued a manual on how to co-ordinate the provision of GIC facilities in private developments
for Government use. Under that manual it was made very clear that
at the stage when the Lands Office starts either approving the lead disposing of the land to the private developer, or seeking Town Planning Board's agreement to change the usage of the land, at that stage a position will be taken whether GIC facilities should be included in the development, so in fact there would at least be
three to four years advance notice.
MR CHEONG:
Okay. I understand that the Provident Centre because of the quality problems that has resulted in the delay, are there any other similar cases of delay in terms of GIC
facilities, not necessarily for Social Welfare ?
SASI: Not to my knowledge, Mr Chairman.
MR CHEONG: Okay.
CHAIRMAN: Mr Chung ?
MR CHUNG: About the youth centre, could the Director give the reasons for not resolving the problem associated with the exceptionally high ceiling in July 1981 when the problem first came to light.

DSW: We did try to resolve the problem by as I said, trying to persuade the developer to make good the deficiency. took some time and at the end of all this protracted negotiations it became clear to us the developer refused to undertake the work 30 at his own cost, so the only altenative open to us then was to
consider doing the work ourselves. We felt that this could wait until we had assigned an agency to take over the project. This is still the intention becaase individual agencies have their own requirements and it is very difficult to do certain works and then expect the earmarked agency to accept it.
