actually assessed to rates and they are licensed as individual fresh provision shops, because these are usually put to open tender on a commercial and open market basis, whereas with the Urban Council markets they are declared as public markets and in fact, very often in most cases anyway, they were built to resite hawkers off the streets and the hawkers came in on restricted tenders and the commercial nature of the operation is somewhat different.
