Another point I would like to mention is that the assessment of individual market stalls to rates has to be a very big,difficult, and complicated exercise because there are to date a total of about 8,000 market stalls in the urban area, and something like 4,500 in the Regional Council's jurisdiction, and each and every of those stalls has to be assessed and procedures must allow for appeals and objections, discussions, disputes, controversy and from my experience in working for quite a number of years with stall holders, hawkers and so on, I think the unavoidable situation or scenario would be that there will be a considerable amount of administrative work arising out of these appeals and discussions, but in the meantime as and when the Urban Council's revision of rental exercise is put in train which is now, of course we have not yet heard from the market stall holders about their reactions but the letters are actually at this moment on their way to the stall holders to inform them of the rent revision from 1st January.

If the rent revision exercise is successfully implemented then the

additional revenue accrued to the Urban Council would be over $10

million for the first year, and the second year will see a further step in incremental increase and then the third year. So in the Urban Council's judgment which I would support, it is more cost- effective to have the rental revision exercise smoothly carried out, it is simpler, more realistic and more commensurate with the general
