No, not entirely Sir, I don't think so,

although clearly at the time we were thinking in 1982 we had to have

an advance over the designs which had been for the older Technical

Institutes. We were then and still are, taking from the Polytechnic

various diploma courses and the students, instead of going to the Hong

Kong Polytechnic, are now coming to the Institutes and therefore it is

reasonable for them to expect some improvement in student amenities,

and generally better standards in the Institutes. I don't think that Institutes have to be built to the standards of a Polytechnic no, but certainly improved over the Institutes which we had already

completed.

Could you please describe to us the

decision-making process on the building of these two Technical

Institutes? Was it the Council who made the decision or was it the

Department who made recommendations to the Council, was the Director

of Architecture ever consulted, etc. etc. Could you please describe

the decision-making process to us?

Yes. You must remember Sir, that in this

context I am the sole person in the Department; I have various officers

who do in fact the remainder of my staff work for the Vocational

Training Council and so the Council as I said, it's professional

staff which produces these plans. But if you want me to go back,

before the Vocational Training Council was formed the idea of having

two or three I think it was, extra Technical Institutes was already

established; we then had to decide what courses should be put on,

what departments should go in and how large they should be, and

obviously this was done within the Secretariat of the Vocational

Training Council. This was then put to the Council, who approved the
