Turning to the total expenditure on General
Revenue Account, I have provided for a figure of
$44.4 billion (23). With the need for control firmly in
mind, I set guidelines for departments last autumn
following a critical examination of their existing
activities. I also took into account the need for new
facilities and for a response to natural growth. In some
cases, often as a result of value for money studies, less
money was needed to achieve objectives.
