There are no panaceas for the debt problem.

As in so many areas of

economic policy, we have to put the right policies in place and pursue them with determination. And as

in other areas, it is important for governments to concentrate on problems which are properly theirs.

In particular, this means that governments have to shoulder their share of responsibility for finding a solution to the problems of Sub-Saharan African debt, and act accordingly. We in this country have given a lead. I hope that others will follow.
