Mr. Zhao Zhi-yang, Premier of China will also be asked to address the symposium with one other senior official during the second day. Mr. Rong Yi-ren is likely to accept from present indications.

I

I have advised the organisers that it is most unlikely that Prmier Zhao could accept the invitation, if made. have also advised that advice on this invitation and those for Premier Lee of Singapore and Sir Geoffrey Howe should be sought from the Hong Kong Government.

I have now been asked to advise the Western Australian Development Corporation on the proper means of addressing these invitations and whether the Hong Kong authorities I believe that the W.A.D.C. see any problem with them. may hope that Premier Zhao may agree to send a message by satellite but they will also hope that Premier Lee will actually come to Hong Kong.

I should be grateful for your consideration of these proposed invitations. If necessary, I would be pleased to call on you or discuss by telephone, particularly if there are matters you may consider sensitive or confidential.

The W.A.D.C. has asked me for the earliest response possible.
