Should you not be able to accept, I hope you will agree to arrangements being made for you to deliver an address via satellite. An approach has been made to the United States Government to organise similar arrangements for an address by the U.S. President-

elect.

If you can attend in person, I ask that you also chair the opening day lunch session entitled "Security: Catalyst in Safeguarding Economic Progress". Mr Henry Kissinger, Chairman, Kissinger Associates Inc., U.S.A., has been invited to be the keynote speaker at this session.
